Torys acted as counsel to the lenders to Mobilinx (Astaldi/John Laing), the successful proponent for the Hurontario Light Rail Transit PPP project to design, build, finance, operate and maintain a new integrated light rail transit system between Port Credit GO Station in Mississauga to the Gateway Terminal at Steeles Avenue in Brampton, Ontario.

The project won both IJGlobal's and Proximo’s 2019 North America Rail Deal of the Year. 

The project includes:

  • 18-kilometres of new dedicated rapid transit between Port Credit GO Station in Mississauga to the Gateway Terminal at Steeles Avenue in Brampton;
  • 19 surface stops with connections to GO Transit's Milton and Lakeshore West rail lines, Mississauga MiWay, Brampton Transit, and the Mississauga Transitway BRT; and 
  • A maintenance and storage facility for the light rail vehicles at Highway 407.

On October 21, 2019, Infrastructure Ontario (IO) and Metrolinx awarded a contract valued at C$4.6 billion to Mobilinx Hurontario General Partnership (Mobilinx) for the Hurontario Light Rail Transit (HuLRT) project. The contract, adjusted for inflation, reflects payments during construction, a substantial completion payment and monthly service payments during the 30-year operations and maintenance period.

Mobilinx anticipates completion of the LRT in the fall of 2024.
