Philip is widely recognized as a leading lawyer on energy and infrastructure transactions. His practice focuses on corporate and securities law and project work, with an emphasis on infrastructure and energy, mergers and acquisitions and public corporate finance. Phil has led many of the firm's most significant infrastructure and energy transactions and regularly acts as issuer's counsel and underwriters' counsel on public offerings. In the late 1990's, Phil was Chief Executive Officer of the Ontario Privatization Secretariat during which time he supervised a number of significant privatization reviews.

In July 1997, Phil was appointed to the Ontario Privatization Secretariat as Vice-President, Corporate Development; in January 1998, he was appointed Chief Executive Officer. While at the Privatization Secretariat, Phil supervised several major privatization reviews, including those of Highway 407, TVOntario and ORTECH Corporation. He was also involved in the planning and implementation of many of the projects.
Phil returned to Torys in September 1998.
Phil has also served as the head of the firm’s Infrastructure and Energy Practice, the co-chair of the firm’s student recruitment committee and the coordinator of the firm’s Corporate and Capital Markets Practice.
