Tim’s practice focuses on corporate and regulatory law with an emphasis on energy and infrastructure. He works with a broad range of public and private sector clients including public and private companies, Crown corporations and government agencies.
Tim has deep experience in energy law in matters relating to the electricity and gas sectors, providing strategic advice regarding regulatory issues that affect various sector participants, including electricity generators as well as electricity and gas transmitters and distributors. He also regularly advises clients on various matters involving rates, licensing and leave to construct proceedings. Tim has appeared before the Ontario Energy Board in rate regulation and other regulatory matters.
In addition to his energy sector work, Tim supports clients in investor-state arbitration and international commercial arbitration. He has been involved in providing advice to corporations and governments on NAFTA and other international trade and investment treaties.
Tim is a native speaker of both Russian and English and has a limited working proficiency in French and Kazakh.
Prior to joining Torys, Tim worked at Hydro One Brampton, where he gained regulatory experience, and at Hydro One, where he worked on regulatory, civil litigation and securities law matters.
Tim is an active participant and supporter of Terry Fox Foundation.
