Pacific Link Pipeline
Torys is acting as counsel to Alberta Petroleum Marketing Commission (“APMC”) in regulatory and Indigenous matters for the proposed C$43.7 billion Pacific Link Pipeline, a heavy crude oil pipeline spanning 1,250 km from east-central Alberta to a deepwater port in southwestern British Columbia and the first project designated as a project of national interest under the Building Canada Act.
Providing additional access to global markets, the proposed pipeline will transport up to one million barrels of Canadian crude oil per day from Bruderheim, Alberta, near Edmonton, to a deepwater port near Delta, British Columbia. In addition to the approximately 1,250 km of pipeline, the project is expected to include 11 pump stations and receipt and delivery tank terminals, as well as an offshore marine loading facility capable of accommodating Very Large Crude Carrier vessels.
In October 2026, following a review by the Government of Canada’s Major Projects Office and consultations, including with potentially impacted Indigenous communities, Pacific Link became the first project designated as a project of national interest under the Building Canada Act. The precise route remains to be determined and will continue to be developed through the next stages of the Building Canada Act process, including engagement with stakeholders and Indigenous communities.
The project is being advanced by an ownership group comprising:
- Trans Mountain Corporation (“Trans Mountain”);
- APMC, which holds the Province of Alberta’s equity interest; and
- Pembina Pipeline Corporation (“Pembina”).
Pembina will hold a 10% economic interest through construction, with Trans Mountain and APMC owning equal shares of the balance.
Further information on the project can be found on Pacific Link’s website.
