Kipling Bus Terminal
Torys acted as counsel to Infrastructure Ontario and Metrolinx as the public authorities for the C$73 million Kipling Bus Terminal PPP project—a component of the first phase of Metrolinx's Regional Express Rail (RER) Program—to design, build and finance a new bus terminal, ancillary infrastructure, and the renovation and expansion of the existing GO station building in Toronto, Ontario.

The scope of work for the project includes
- an elevated pedestrian bridge to connect the new entrance/ancillary building to the new bus terminal building and rail platforms
- a new pedestrian underground tunnel to connect the new entrance/ancillary building to the new bus terminal building and from the new bus terminal building to the existing Toronto Transit Commission (TTC) pedestrian tunnel and pedestrian pick up and drop off building
- a new bus terminal building for MiWay and GO Transit operations
- renovations to the existing Kipling GO station building and existing TTC pedestrian pick-up and drop off building
- site infrastructure upgrades including parking and improved vehicular, bicycle and pedestrian accesses
- the construction of a new private driveway for vehicular, bicycle and pedestrian accesses, including a new signalized intersection
On March 22, 2018, Infrastructure Ontario (IO) and Metrolinx signed a fixed-price contract of C$73 million for the upgrades to the project with EllisDon Infrastructure Transit (EDIT)—a consortium comprised of EllisDon Capital, as the developer and financial advisor, EllisDon Design-Build, as the constructor, and Strasman Architects, NAK Design Strategies and WSP Canada, as the designer.
