Zoë provides strategic counsel and regulatory guidance to utilities and other energy sector participants, supporting clients through rate applications, regulatory compliance, and policy developments.
Zoë has deep experience in the regulated electricity sector. She advises transmitters, generators, and marketers on licensing and compliance matters, and works with distributors on rate applications, merger approvals (MAADs), non-wires service (NWS) projects, and regulatory compliance. Zoë also advises on connection matters for residential developments and large industrial and data centre projects, and provides guidance on compliance with IESO market rules. She is regularly involved in matters before the Ontario Energy Board and other provincial and federal tribunals, as well as before the courts and in private mediation and arbitration.
Having spent five years as regulatory counsel at a large electricity utility, Zoë understands the client perspective when working with external counsel and strives to deliver practical and cost-effective services.
