Forensic Services and Coroner's Complex
Torys acted as counsel to Bilfinger Berger Project Investments as a shortlisted proponent for the Forensic Services and Coroner's Complex PPP project to design, build, finance and maintain a new facility at Downsview in Toronto, Ontario.
The new combined facility, housing both the Office of the Chief Coroner and the Centre of Forensic Sciences, will make collaboration between the two operations easier in addition to accommodating increased capacity for both autopsies (more than 2,500 per year) and forensic science cases (over 15,000 per year).
The facility was also built and is being maintained to Leadership in Energy and Environmental Design (LEED) Gold standards. The complex's LEED highlights include
- drought tolerant and native or adaptive plant species used for landscaping
- low emitting volatile organic compound materials used for adhesives, paints, carpet and sealants
- diversion of construction waste from landfill and support for recycling
- use of low flow watering technologies
