The Building Canada Strong Act, Bill C-39, aims to bring greater speed, certainty and predictability to federal project reviews. Among the proposed changes are measures intended to shorten federal review timelines and streamline the assessment process.
In an interview with The Globe and Mail, counsel Claire Seaborn said some of the commentary on the government’s one year timeline does not account for the additional year-and-a-half of preparatory work that project proponents undertake before government review begins.
“I think [the legislation] walks a careful line, and I think it’s kept a lot of the nuts and bolts of the federal process intact,” Claire said.
“We’re getting through those processes more quickly, but I don’t think that necessarily means that those corners are being cut or that we’re losing on quality.”
