Davenport Diamond Rail Grade Separation
Torys acted as counsel to Infrastructure Ontario and Metrolinx as the public authorities for the Davenport Diamond Rail Grade Separation PPP project—a component of the first phase of Metrolinx's Regional Express Rail (RER) Program—to design, build and finance the Davenport Diamond rail crossing grade separation between the north/south GO Rail corridor and the east/west CP rail corridor, along with related and ancillary works, including a pedestrian underpass.

Davenport Diamond is a rail crossing in the GO Transit network located in Toronto, Ontario, Canada—the crossing is located north of Dupont Street (and south of Davenport Road), between Symington Avenue and Landsdowne Avenue.
Project features
- construction of a grade separation structure between the north/south GO Rail corridor and east/west CP Rail corridor
- implementation of a pedestrian underpass providing an east/west connection at Paton Road
- erection of retaining walls forming the approaches of the grade separation structure, topped with noise barrier walls and superimposed cladding to minimize impacts on the community
- construction of a rail guideway offset during construction to accommodate a temporary diversion track and a temporary rail diamond
- modification of an existing at-grade road crossing at Wallace Avenue to become a road under rail grade separation
- public realm enhancements, including artwork on the structure cladding and new pedestrian and cyclist routes
- provisions for future electrification implemented within upgraded rail infrastructure to accommodate future electrified GO train service
On July 25, 2019, Infrastructure Ontario and Metrolinx announced that a fixed-price contract of C$175 million was awarded to Graham Commuter Rail Solutions (GCRS) in connection with the project.
Construction began in spring 2020, with completion expected in spring 2023.
