Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass
Torys acted as counsel to the lenders to WinnCity Transportation Partners (Aecon/Gracorp/BBGI), a shortlisted proponent for the Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass PPP project to design, build, finance, operate and maintain an extension of the existing rapid transit bus lanes from Pembina & Jubilee South to the University of Manitoba in Winnipeg, Manitoba.
Stage 2 of the Southwest Rapid Transitway is a 7.2 km extension of the existing dual lane bus-only rapid transit facility that will terminate at the University of Manitoba. Its completion includes four new transitway overpass structures and nine new transit stations. Two of the stations have parking lots with 500 stalls to encourage commuters to use the rapid transit system to access downtown, the University of Manitoba and the university’s stadium.
The scope of the project also includes the addition of active transportation infrastructure, the renewal and expansion of the Pembina Underpass, as well as connections to the University of Manitoba and Investors Group Field.
Torys acted as counsel with a team that included Tara Mackay, Scott Kraag and Josh Van Deurzen.
