Niagara Health System
Torys partners Mark Bain, Dan Ford and Tara Mackay acted as counsel to Infrastructure Ontario and Niagara Health System as the public authorities for the C$759 million Niagara Health System PPP project to design, build, finance and maintain a new acute care hospital and cancer centre in St. Catharines, Ontario.
The project won the 2009 Award of Merit for Project Financing from the Canadian Council for Public-Private Partnerships and Euromoney's 2009 North American Project Finance Social Infrastructure Deal of the Year Award.

Built to replace the aging St. Catharines General Site and Ontario Street Site (formerly the Hotel Dieu Hospital), the state-of-the-art health care complex provides new regional healthcare services never before available in Niagara, including treatments for cancer, heart disease and longer-term mental health concerns.
The project was Infrastructure Ontario's first full DBFM hospital project under the PPP model.
