Saint John Safe Clean Drinking Water Project
Torys acted as counsel to the City of Saint John as the public authority for the Saint John Safe, Clean Drinking Water PPP project to design, build, finance, operate and maintain a new water treatment plant, distribution pipelines and associated storage reservoirs and to design, build and finance an upgrade of the city's existing water network infrastructure in Saint John, New Brunswick.
The project entails
- the development of a new 75 million litre per day water-treatment plant, located on a site owned by the city adjacent to Little River Reservoir Lake
- three new storage reservoirs with a total capacity of 33 million litres
- a number of other high impact and critical water transmission system improvements, including the replacement of 22.4 km of pipes and rehabilitation of an additional 19.3 km of water pipes
This is Canada's first major drinking water PPP project.
On November 6, 2015, Saint John Common Council announced that Port City Water Partners had been chosen as the preferred proponent on the project under a 33 year agreement. The project reached financial close on February 4, 2016.
