Matthew has recently been involved in representing

• a Chinese Aviation company in connection with the purchase of a distressed US-based aircraft manufacturer and its technology
• a U.S. technology company in its acquisition of a provider of fraud-prevention and authentication software and services
• a U.S. Semiconductor entity in connection with its acquisitions of two privately-held  fabless semiconductor companies
• the United States/Russia Foundation for Economic Advancement and the Rule of Law on rule of law issues and programming, including proposed amendments to the Russian corporate insolvency law

Matthew has recently been involved in representing

• the Government of Canada in multiple arbitrations before the LCIA involving claims totaling more than $1 billion related to the Softwood Lumber Agreement between Canada and the United States
• IUSA S.A. de C.V. and Nacobre S.A. de C.V., the two largest Mexican copper producers in an antidumping investigation by the U.S. International Trade Commission and U.S. Commerce Department involving over $200 million in subject imports
• Hickory Springs Manufacturing Company, in its petition to the U.S. Department of Commerce and U.S. International Trade Commission, for relief from underpriced imported mattress innersprings from China, South Africa and Vietnam
• a US Industry on a potential claim at the World Trade Organization alleging that a foreign government’s taxation policies were tantamount to subsidization of their domestic industry

Before joining Torys, Matthew acted as the Accredited Principal Legal Advisor to the Darfur Delegation negotiating a peace agreement with the Government of Sudan as part of the United Nations/African Union Peace Process. In this position, based in Doha, Qatar, he advised the Darfuris on the substance and strategy of their negotiations, with particular focus on issues related to wealth sharing, power sharing, and security. Matthew also served as the Darfur Project Director for the Public International Law & Policy Group (PILPG) where he advised PILPG on the development of sustainable solutions to armed conflict through international negotiations, and the establishment of the rule of law in post-conflict regions.

Prior to his work with PILPG, Matthew was an associate in the Washington, DC office of a major international law firm. There, he advised public and private corporate clients in acquisitions in a variety of areas including aircraft, semiconductor, and technology industries. Matthew also represented sovereign governments and public and private corporate clients in international arbitrations and regulatory proceedings before the US Department of Commerce and US International Trade Commission.
