In 2011, Torys represented RBC Capital Markets as underwriter of the short-term and long-term bonds issued by Plenary Properties LTAP LP, the successful proponent in the $1.1 billion PPP transaction to design, build, finance and maintain the new headquarters for the Communications Security Establishment Canada (CSEC), Canada’s foreign intelligence and national cryptologic agency.
The project won the following awards:
- Silver Award for Project Financing from the Canadian Council for Public-Private Partnerships in 2011
- Euromoney's North American Project Finance Social Infrastructure Deal of the Year in 2011
