As the Copenhagen climate conference kicked off, Environment Minister Jim Prentice positioned Canada as a strong advocate of a system to cap greenhouse-gas emissions – but only once the United States becomes such an advocate.

This waiting game is nothing new, says Tyson Dyck. For more than 10 years, Canada's climate change plans have come and gone, while the country's emissions have risen to 26% above 1990 levels. The one constant has been a federal government that would not take meaningful action until the United States does so.
