Foreigners May Stage Wireless Challenge

A new proposal from Ottawa that appears to be aimed at allowing foreign interests to invest in smaller entrants into the cellphone market would create rivals for Canada's three major cellphone companies: BCE, Rogers Communications and Telus.

Such a change in Canada's foreign ownership rules – floated on Wednesday in the Throne Speech – would require a legislative change.

Phil Brown says that when Canada suggested opening its telecom market in the past, Torys received a flurry of calls from private equity investors. "I suspect they'll be calling again, asking, 'What does this mean?'"
